The debate goes on...but, the first electric traffic light in this country is regarded as the 2 color and buzzer one installed on Euclid Ave and East 105th St, Cleveland OH
The light shown is the invention of Lester Wire but the one installed in Ohio is by James Hoge.
Traffic signals date back to London 1868.
