I believe this footage was shot at Greenfield Village on the occasion of the 30th Anniversary of the Ford Motor Company. It includes my wife's grandfather - Harvey Christensen - driving the horses and carriage in a couple of scenes.
We have several photos taken on this day featuring the horse carriage with Harvey Christensen and the 1903 Model A driven by Henry Ford, and some of them include the Dalmatian dogs in them.

This is one such photo. Henry Ford is in the same suit and straw hat as in this video.
